Mediante una inversión público – privada, el ayuntamiento de Guadalupe pretende financiar el proyecto para reemplazar luminarias en territorio municipal.
La diputada Isadora Santibañez, presidenta de la Comisión de Hacienda Municipal, expuso ante el pleno los motivos por los cuales es necesario otorgar el permiso para emitir dicha convocatoria, empezando con fundamentar la problemática que enfrenta el municipio con las luminarias.
Dijo que el alumbrado público, es uno de los servicios que más recursos públicos requieren, ya que solo el pago de la energía eléctrica necesaria representa -en la generalidad de los casos- entre un 8% y 10% del total del presupuesto anual de los municipios.
Esto, advirtió, limita la capacidad de las administraciones para disponer de los recursos necesarios para el adecuado mantenimiento de su infraestructura.
Mencionó que el municipio de Guadalupe cuenta con una infraestructura de 15 mil 806 luminarias, en su mayoría son de tecnología obsoleta lo que genera un un alto consumo de energía eléctrica y contaminación ambiental.
Del ese total, el 60 por ciento está en mal estado o sin función, repercutiendo así, en problemas sociales y de seguridad.
La legisladora manifestó que el objetivo es que la ciudadanía se vea beneficiada al contar con un sistema de alumbrado público eficiente; la imagen urbana se transforma de manera inmediata, ya que, con vialidades mejor iluminadas, se incrementa la visibilidad en las vías primarias, secundarias y terciarias.
Pero, sobre todo, incide directamente en la reducción de accidentes viales, y actos delictivos, haciéndolas más seguras para los ciudadanos y los automovilistas.
Posteriormente, una vez que se emita la convocatoria de licitación pública internacional y con la aplicación de inversión publico-privada, se analizará para su autorización al interior del Ayuntamiento y así, dar inicio a la modernización integral de la infraestructura del Sistema de Alumbrado Público con tecnología LED.
En calidad de Presidenta de la Comisión de Hacienda Municipal de la LXII Legislatura del Estado, la Diputada Isadora Santivañez encabezó la Sesión de dicha comisión, en donde se analizó el Proyecto de Reemplazo de Luminarias en Guadalupe y posteriormente lo presentó ante el pleno.
